We refer to Circular No 041/2017 dated 23 Feb 2017, giving notice of the 71st Annual General Meeting of the Malaysian Bar (“AGM”) to be held as follows:

The agenda for the AGM is as follows:
(1) To consider and, if approved, to adopt the minutes of the 70th AGM held on 19 Mar 2016;
(2) To discuss matters arising from the 70th AGM (please refer to the AGM Update Sheet on pages 92 and 93 of the 2016/2017 Annual Report);
(3) To consider the President’s Report and committees’ reports re: Activities of the Malaysian Bar for the year 2016/2017;
(4) To consider and, if approved, to adopt the Audited Accounts of the Malaysian Bar for the year ended 31 Dec 2016;
(5) Report on the mandatory Continuing Professional Development (“CPD”) Scheme of the Malaysian Bar;
(6) To consider the following motions proposed in accordance with section 64(6) of the Legal Profession Act 1976:
(6.1) “Motion on Kelantan Orang Asli Land and Resources Claims, and Indigenous Peoples’ Rights”, proposed by Steven Thiruneelakandan (Chairman, Bar Council), on behalf of the Bar Council, dated 10 Mar 2017 (pages 3 to 6 of the attached bundle of motions);
(6.2) “Motion Regarding Deaths in Police Custody and Police Brutality”, proposed by Steven Thiruneelakandan (Chairman, Bar Council), on behalf of the Bar Council, dated 10 Mar 2017 (pages 7 to 12 of the attached bundle of motions);
(6.3) “Motion for the Prosecution of Police Officers Who Killed and/or “Cover–Up’ Crimes of Fellow Police in Torture and Death in Custody Cases”, proposed by Charles Hector Fernandez, Francis Pereira and Shanmugam a/l Ramasamy, dated 10 Mar 2017 (pages 13 to 17 of the attached bundle of motions);
(6.4) “Motion for the Repeal of POCA and All Detention Without Trial Laws, and Provision for Compensation for Deprivation of Liberty of the Innocent”, proposed by Charles Hector Fernandez, Francis Pereira and Shanmugam a/l Ramasamy, dated 9 Mar 2017 (pages 18 to 25 of the attached bundle of motions);
(6.5) “Motion Against Serving Alcohol on All Malaysian Bar Functions”, proposed by Mohd Amir Sharil Bahari Bin Md Noor, dated 10 Mar 2017 (pages 26 to 27 of the attached bundle of motions); and
(6.6) “Motion Against Siti Zabedah Binti Kassim”, proposed by Mohd Amir Sharil Bahari Bin Md Noor, dated 10 Mar 2017 (pages 28 to 31 of the attached bundle of motions); and
(7) General.

In accordance with section 64(4) of the Legal Profession Act 1976, the quorum for the AGM shall be 500 Members of the Malaysian Bar.
Members who attend the AGM will receive a print copy of the 2016/2017 Annual Report on a first come, first served basis. Please note that only limited print copies of the 2016/2017 Annual Report have been produced.
Members are urged to make every effort to attend the AGM so that issues affecting the profession may be effectively discussed by as many Members as possible.

Notes
(1) | Members are kindly requested to make every effort to attend the meeting punctually to ensure a quorum of 500. If the quorum is not present by 11:00 am, the AGM shall be adjourned to 11:15 am on the same day and at the same venue. |
(2) | Registration counters will open from 8:30 am. Light refreshments will be served. |
(3) | All Members and pupils in chambers will be required to produce their National Registration Identity Card (“NRIC”) or driver’s licence in order to register their attendance for the AGM. |
(4) | All Members and pupils in chambers shall, upon registering their names, wear the designated wristbands for the purpose of admission. |
(5) | Pupils in chambers may attend but shall not vote, and shall be seated only at the area(s) designated for them. |
(6) | Under the CPD Scheme, Members and pupils in chambers will earn one CPD point for attending the AGM. |
