Press Release | Malaysian Bar Welcomes the Court of Appeal Circuit Initiative as a Significant Advancement in Access to Justice 27 Nov 2025 9:38 am

The Malaysian Bar warmly congratulates the Judiciary on the launch of the Court of Appeal Circuit Initiative, with its first sitting held today in Penang.  This development marks a meaningful advancement in ensuring that access to justice is not limited by geography, cost or logistical constraints.

The initiative brings clear benefits to all stakeholders.  Litigants, counsel, witnesses, and other participants in the justice system will no longer be required to travel to Putrajaya for appellate hearings.  This reduces financial burden, saves time and lessens disruption, particularly for vulnerable groups such as prisoners, who would otherwise be transported over long distances.

Circuit sittings also create valuable opportunities for professional growth within the legal community.  Appellate work has traditionally been concentrated in Putrajaya, a situation which limits exposure for practitioners outside the Klang Valley.  By bringing appellate hearings closer to regional Bars, this initiative strengthens participation, broadens advocacy experience and supports a more even distribution of legal expertise throughout the country.

Importantly, circuit sittings contribute to efficiency within the justice system.  By decentralising hearings, the Court of Appeal can manage caseloads more effectively, expedite disposal timelines and ease pressure on Putrajaya’s docket, while serving communities where the disputes arise.

The Malaysian Bar expresses its sincere appreciation to the Judiciary for adopting a forward-looking, people-centred approach.  We welcome this initiative as a step that fortifies confidence in the Malaysian justice system and promotes a more accessible and responsive appellate process for all.
