Any person, who is not already named as a party in an action but who has a legal
interest in or a right to intervene in that action, is entitled to a copy of the
pleadings from the Solicitors for all the parties to an action upon payment of
reasonable photocopying charges which shall not exceed 50 sen per page (unless
special circumstances warrant a higher charge).
