The Bar Council notes that in early August 2001, SUARAM submitted a Private Members Bill for the consideration of Members of Parliament seeking the repeal of the Internal Security Act (ISA) and other legislation authorising detention without trial. The groups listed by SUARAM as supporting the said Bill include political parties, non-governmental organisations and the Bar Council Legal Aid Centre, Kuala Lumpur.

The Bar Council has from time to time issued statements condemning the application of the ISA outside the context of its original intention and seeking the repeal of the Act altogether. Whilst the Bar Council views the said Bill as a good move striving for the abolition of the Act and hopes that it will receive a positive response from members in Parliament, it must be noted, however, that the consent of the Bar Council to endorse the said Bill was not sought by SUARAM and that the Bar Council only became aware that it was included under the name of the Bar Council Legal Aid Centre, Kuala Lumpur together with the other 79 groups listed by SUARAM after the Bill was submitted to Parliament. The said inclusion may appear to give to the public the impression that the Bar Council is a political party, non-governmental organisation or a member of SUARAM when it is not.

Any statements issued by the Bar Council pertaining to the ISA should be viewed as made independently from these other bodies.
