The Bar Council as a body concerned in the administration of justice is very concerned with the recent disturbances and violent clashes that took place in Kampung Medan, Kuala Lumpur resulting in several people being killed and others being injured, some seriously. The Bar Council wishes to re-emphasise the importance of the maintenance of the rule of law and the enforcement of law and order in our country.

In the premises the Bar Council calls on the Government to set up an independent Royal Commission of Inquiry under the Commissions of Enquiry Act 1950 immediately to investigate and look into the problems arising in Kampung Medan and to determine the cause/s of the problems that led to the sudden outburst of violence. The Bar Council hopes that the independent Royal Commission of Inquiry, if appointed, will move with all deliberate speed to complete this inquiry and to make it public its findings and recommendations.

The Bar Council is happy to note that to date the powers under the Internal Security Act have not been invoked in this instance by the police in their investigations. This augurs well for the future. However, the Bar Council maintains that the Internal Security Act is an oppressive piece of legislation and ought to be repealed as soon as possible.
