When it was published in the newspapers that the Academy of Law Bill 2001 was being discussed by the judges at the Judges’ Conference in Kota Kinabalu on 24 May last year, the Bar Council requested for and was given a copy of the Bill by the Minister in the Prime Minister’s Department, Dato’ Seri Utama Dr Rais Yatim, in June 2001.

After obtaining the views of members of the Bar Council and of the Malaysian Bar, a Memorandum on the Academy of Law Bill 2001 was prepared and presented to the Minister in August 2001 for the Government’s due consideration.

In March this year when it was learnt that the Cabinet had approved the Bill, the Bar Council again requested for and was given a copy of the Academy of Law Bill 2002 by the Minister in April. The Academy of Law Bill 2002 was circulated to all members of the Bar for their comments.

In view of the major amendments to the Academy of Law Bill 2001 where inter alia, membership is to be made compulsory and as the Academy of Law Bill 2002 is said to be tabled in Parliament this June the Bar Council decided to call for an Extraordinary General Meeting on 31 May 2002.

Another Memorandum on the Academy of Law Bill 2002 is presently being drafted and we are trying to seek an appointment to meet with the Minister on Friday, 14 June 2002 to explain and present the same to him. The Memorandum will contain the views of members of the Bar expressed at the EGM and by letters to the Council.

The Bar Council wishes to thank the Minister for his statement reported in the newspapers yesterday that the Government is keeping an open mind and will wait for the summary of the views from the other parties on the Bill including the Bar Council.

The Bar Council earnestly hopes that the Minister, who has been most supportive of the Bar, will defer tabling the Bill in Parliament until all views from affected parties are obtained and until after the Bar Council has had discussions with him on the Bill.
