SCHOOL bullies can be brought into line without punishment, a study suggests.

The study, commissioned by the Howard government, looked at 17 cases where a technique called ''the method of shared concern'' was used to address bullying.

Developed by Swedish psychologist Anatol Pikas in the 1980s, it seeks to empower bullies to change their behaviour rather than punish them.

It involves mediation sessions where a teacher expresses sympathy and concern for the victim to show the bully the harm they have done.

The study recorded improvements in 90 per cent of cases examined. In most, the bullying stopped altogether.

The study recommended adopting the method in all schools.

Education Minister Julia Gillard acknowledged the report but said there was no one-size-fits-all solution to bullying.

She said the findings would be included in a review of a national framework in place to help make schools safer and address issues such as cyber-bullying.

A 2002 study found 30 per cent of school children had been targeted by bullies, but that number is expected to have increased due to the internet.
