KUALA LUMPUR: The current President and two Past
Presidents of the Real Estate and Housing Developers' Association (REHDA) will speak in
the housing law session of the 14th Malaysian Law Conference on the afternoon of
October 29, which is jointly organised by the Bar Council and REHDA.
Ng Seing Liong, 52, who is the current President of REHDA,
will speak on "The Role of Local Authorities". Ng, a Justice of Peace, is a
Chartered Accountant as well as a housing developer. He is also a Member of
Malaysian Institute of Accountants, Member of the Malaysian Institute of
Certified Public Accountant, Fellow of the Association of Chartered Certified
Accountants, United Kingdom, Associate Member of the Institute of Chartered
Secretaries and Administrators, United Kingdom, Fellow of the Institute of
Taxation Malaysia, Associate member of Institute of Cooperative and Management
of Auditors Malaysia.
Ng has been involved in property development and REHDA for the past 25 years,
and was also REHDA's Deputy President for the past 4 years.
The other speakers for this session are senior lawyer Datuk
P.G. Lim, Derek Fernandez and theSun's Deputy Editor (Special Reporting),
R. Nadeswaran.
Datuk Eddy Chen, a Patron and Past President of REHDA will
give the housing developer's perspective on "Recent Legislative Amendments to
Housing Development".
He will join the other distinguished speakers - Dr Yong Chiu
Mei of University of Malaya who will deal with the Housing and Development (Control and Licensing)
(Amendment) Act 2007 and Street Drainage and Building (Amendment) Act 2007;
Deputy CPC Chair, Andrew Wong, Strata Titles (Amendment) Act 2007, Adviser to the Ministry of
Housing and Local Government, Ir Fong Tian Yong, Building and Common Property
(Maintenance and Management) Act 2007 and lawyer Teh Seh Hock who will touch on
the Scheduled Sale & Purchase Agreements under Housing and Development (Control
& Licensing) Act.
Chen, 55, holds a Bachelor of Business Studies
(Marketing) from Monash University, Australia. He was appointed to the Board on
31 July 1984 and was redesignated to Managing Director of the Metro Kajang Group
on 19 January 2005. Previously, he was the Deputy Managing Director.
He has been involved, hands on, in the Group’s activities including the
construction and marketing of more than 20,000 units of houses, commercial and
industrial buildings. Houses constructed include low-cost houses, terrace,
semi-detach, bungalow, high-rise condominium and apartments, commercial
buildings include shopping complex, hotel, industrial estate and other retail
building. Datuk Eddy Chen has more than 23 years of experience in property
development and construction related businesses.
He is currently a member of the Advisory Board of the Construction Labour
Exchange Berhad and the Chairman of the Building Industry Presidents’ Council (BIPC).
He is also an Exco member of the Malaysia Crime Prevention Foundation, (MCPF).
He also served as the President of ASEAN Association for Planning & Housing and
as well as the Deputy President of Eastern Regional Organisation for Planning &
Housing Malaysia (Malaysia Chapter).
Chen was also a member of the National Economic Consultative Council (NECC),
which deliberated the third National Development Plan for Malaysia.
Datuk Jeffrey Ng, the immediate Past President of REHDA, will instead speak in the
session entitled "Property Rights".
Ng has business interests in boutique property
development
and wine distribution. His extensive experience in finance, corporate planning
and
executive management in the property and hotel industry in Malaysia spans more
than
26 years. He was the former Managing Director of AP Land Berhad – a public
company listed on Bursa Malaysia.
A graduate from Monash University, Melbourne with a Bachelor of Economics, Ng
completed his professional articleship in an international accounting firm in
Australia
before returning to Malaysia. He is a member of ‘The Institute of Chartered
Accountants Australia’, ‘Malaysian Institute of Accountants’ and the ‘Malaysian
Institute of Certified Public Accountants’.
He has held various previous positions: (1) President of Real Estate and Housing Developers Association (REHDA);
(2)Board Member of the Construction Industry Development Board (CIDB); (3) Vice-President and Secretary-General of FIABCI Malaysian Chapter (the
International Real Estate Federation); (4) ice-President of Malaysian Association of Hotel Owners (MAHO);
and (5) Chapter Chairman of the Young Presidents Organisation (YPO) Malaysia Chapter.
In 1999, Ng was conferred a Fellowship by the Malaysian institute
of
Directors and accorded the ‘Entrepreneur of the Year’ by Malaysia Australia
Business
Council (MABC) in 2003.
Currently, he is
Chairman of REHDA Wilayah Persekutuan (K.L.) Branch and Vice-Chairman of
MABC.
