Motion 1:
Whereas the volume of cases handled by the Bar Council’s Legal Aid Centre has increased considerably since the inception of the Scheme.
And Whereas the number of practising lawyers who have volunteered to take up legal aid cases on behalf of the Legal Aid Centres has not increased in tandem with the number of cases received.
And Whereas the few practitioners who are presently handling legal aid cases are being overloaded.
Now It Is Hereby Resolved that every Member of the Malaysian Bar shall take up at least one legal aid case or matter per year when required. (As amended)

Resolution:
The Motion was carried with 281 in favour, 25 against and 16 abstentions.
Follow-up Action:
Although the AGM approved the Resolution, its implementation proved a difficult task for some Legal Aid Centres as many cases referred to volunteers were either turned down or ignored. The number of volunteers who come forward to do the cases for the Legal Aid Centres are limited to a few familiar faces who have volunteered in the past.
Motion 2:
Whereas the Government Legal Aid Bureau has recently increased payment to lawyers for assigned cases.
And Whereas the Malaysian Bar Council’s Legal Aid Scheme does not make any payment to its Volunteers except for actual out-of-pocket expenses.
Now It Is Hereby Resolved that the Malaysian Bar look into the possibility of paying its Legal Aid Volunteers a token sum over and above the out-of-pocket expenses in appreciation for each case handled.

Motion 2 was withdrawn in view of Motion 1 being carried.
Motion 3:
That this House directs the Bar Council to take immediate steps to continue to improve good relations with the Judiciary.

This Motion was withdrawn.
Motion 4:
That this House authorises the Bar Council to pay the President and the Secretary of the Bar Council an annual stipend of RM120,000.00 each with effect from the date of the AGM 1994.

Amended Motion 4:
That the Bar Council study the need to compensate the President and the Secretary of the Bar Council for their services and report their findings and recommendations, if any, to the next A.G.M.

Both Motion 4 and the amended Motion 4 were withdrawn.
