Motion 1:

Report of the Internal Security Act Sub-Committee.

Resolution:

It was decided that the memorandum should be circulated to all members of the Bar for their information.

Follow-up Action:

The Memorandum setting out the condition of detainees detained under the Internal Security Act was forwarded to the Prime Minister, the Attorney-General and the Minister for Home Affairs. Despite several reminders there was no response from the Government nor was there any improvement in the detention camps.

Motion 2:

Amendment to the Legal Profession Act.

Resolution:

It was decided by majority vote that the amendments be circulated for the information of members.

Follow-up Action:

The President of the Bar Council met the Prime Minister on 2nd April 1979 and among the matters discussed were the amendments to the Legal Profession Act with regard to the quorum and the seven (7) years bar on lawyers and the reasons why they should be repealed; whether the Bar Council should exist as an independent and responsible body and given the opportunity to make contributions in the legislative process and speak freely within the ambit of its professional interests. The Prime Minister was most receptive to the representations put forward and requested all the amendments together with the reasons for such amendments to be submitted to the Attorney-General for consideration. The same matters were subsequently discussed with the Minister for Law and the Attorney-General.

Most of the major amendments to the Legal Profession Act were rejected. The Sub-Committee is in the course of looking into the matter again with a view to drafting a memorandum to the Prime Minister.
