KUALA LUMPUR, 2 Dec 2008: Parliament will have only five days to debate two important reform bills before Prime Minister Datuk Seri Abdullah Ahmad Badawi retires in March 2009.

The bills are the Malaysian Commission Anti-Corruption (MCAC) Bill and the Judicial Appointments Commission (JAC) Bill

The MCAC and JAC Bills, together with another bill, to establish a Special Complaints Commission (SCC) to Enhance the Effectiveness and Integrity of Law Enforcement Agencies, are part of Abdullah's promises for reforms before he hands over power to Datuk Seri Najib Razak.

The SCC Bill is expected to be tabled in February 2009. The SCC is meant to replace the proposed Independent Police Complaints and Misconduct Commission (IPCMC) which was recommended by a Royal Commission but met with resistance.

Abdullah had said he wanted the MCAC and JAC Bills to be passed by the end of this year.

Minister in the Prime Minister's Department Datuk Seri Nazri Aziz said he was expecting to table three bills — beginning with a Witness Protection Bill, followed by the MCAC and JAC Bills — for first reading by 11 Nov.

The current Parliament meeting will adjourn on 18 Nov. The Dewan doesn't sit on Fridays and weekends.

We have to table the bills no matter what. We will have to extend the daily proceedings till late," Nazri, who is also the de facto law minister, told The Nut Graph in his office in Parliament today
