The input has been handed over to the relevant ministry that would make the amendments to the law, Deputy Women, Family and Community Development Minister Noriah Kasnon said. She was replying to Fong Po Kuan (DAP-Batu Gajah) who asked if the Ministry had set a time frame to amend laws addressing the issue of ex-husbands defaulting on maintenance so as to better protect women. Fong also asked if the Government would come up with a fund to help these women and to claim the money from men who refused to pay maintenance. Noriah said the Ministry did not have a special fund to help single mothers but could provide assistance to their children if the mother earned less than RM720 a month or was aged 60 and above. Datuk Dr Zainal Abidin Ahmad (PKR-Hulu Selangor), who asked on the efforts to help single mothers overcome issues of law on maintenance, long standing court hearing cases, lack of means to hire lawyers and cases of violence by their husbands, was told these did not come under the Ministry. However, the Ministry, through the Women’s Development Department, has launched several programmes to help single mothers resolve problems after a divorce such as by linking them up with the state Islamic office, Syariah court, the National Registration Department, Legal Aid Bureau, the police and NGOs, she added. The Ministry also has programmes on legal literacy for women so they understand the function and process of laws on marriage. The programme, which helps women understand the civil and syariah system as well as to know their rights, was launched by NGOs and participated by all races, she said.
