©The Sun (Used by permission) by TAN YI LIANG PETALING JAYA: The Movement to Abolish the ISA (GMI) yesterday said it opposed the recent announcement by Home Minister Datuk Seri Hishammuddin Hussein that the Act replacing the Internal Security Act (ISA) will also have provisions for detention without trial. Nalini Elumalai, who is with the GMI Secretariat, said that such preventive detention laws were definitely opposed by GMI. “We have been campaigning to repeal repressive laws that allow for detention without trial,” said Nalini, adding the announcement went against the Sept 15 speech of Prime Minister Datuk Seri Najib Abdul Razak. Hishammuddin on Tuesday said the provisions for detention without trial would be included in the new Act as this method was effective in combating militant activities, citing the United States’s Patriot Act, United Kingdom’s Prevention of Terrorism Act and Australia’s Anti-Terror Act, as examples. Nalini said GMI condemned the inclusion of preventive detention in any ISA replacement. She said no new laws were needed to combat terrorism, as the Penal Code contained provisions to cover terrorist acts. “The government just has to follow the Penal Code,” said Nalini. “We have the provisions and the government has to look at the Penal Code and amend it accordingly and not restrict Malaysians.” Despite announcing that the ISA would be repealed, the Home Ministry recently detained 13 people in Tawau, Sabah under the Act.
