Draft ISA replacements clearly: Koh PDF Print E-mail

PETALING JAYA (Sept 25, 2011): The planned bills that will be drafted to replace the Internal Security Act 1960 should have clear definitions of terrorism and extremism, said Gerakan president Tan Sri Koh Tsu Koon.

“Anything political should not be subjected to any restrictive laws. In formulating these two Acts, I would like to urge the government that this time we must do it right,” said Koh.

Speaking at the Selangor Gerakan State Delegates Assembly today, Koh said that the definitions must be properly defined to prevent a grey area from being created which can be abused.

Koh said that Gerakan’s stance against the ISA had remained consistent since the 1980s when the party was helmed by Tun Dr. Lim Keng Yaik.

Koh maintained that Gerakan had always called for a review, revision or repeal of the ISA.

On the eve of Malaysia Day, Prime Minister Datuk Seri Najib Abdul Razak announced that the ISA 1960 will be repealed and replaced with two new laws.

Najib had also announced that the Banishment Act 1959 and Emergency proclamations would be repealed.

On the hudud law agenda raised recently by PAS spiritual advisor Datuk Nik Aziz Nik Mat, Koh said the Federal Constitution must be followed.

He spoke of an attempt 10 years ago by then-Terengganu Mentri Besar, PAS president Datuk Seri Abdul Hadi Awang to put hudud law in place.

He said the attempt was opposed by both the Terengganu police chief and the Attorney General at the time as hudud law ran contrary to the Federal Constitution, Police Act and Criminal Procedure Code.

“Everyone is equal before the law and we cannot have two sets of laws. We must go by the laws of the country,” said Koh, calling the debate something for Pakatan Rakyat to solve.
