KUALA LUMPUR: Amendments to the Criminal Procedure Code (CPC) were passed to enhance the criminal justice system which is in line with the Government Transformation Programme.
Chief Judge of Malaya Tan Sri Zulkefli Ahmad Makinuddin said in administering criminal justice, the stakeholders needed to also have effective and workable laws.

"One of these is our CPC. It is to be noted that important changes were made in 2006 and 2007," he said at the launch of a book Criminal Litigation Process here yesterday.

The amendments brought about laudable changes such as pre-trial discovery, defined rights of an arrested person and search procedures to be followed by enforcement officers on accused persons. It also contained provisions removing the reliance of cautioned statements. He said the community order service, a new type of sentencing which had been experimented successfully in other countries, was also introduced.

Zulkefli, who was appointed to his present post on Sept 14, said a further amendment to the CPC last year introduced plea bargaining, pre-trial conference, witness statements, case management and victim impact statement.

He congratulated the author Datuk Baljit Singh Sidhu for writing the book and sharing his knowledge with the legal community, law students and the public.

Present were senior High Court judge Datuk V.T. Singham, Bar Council chairman Lim Chee Wee, Selangor Chief Police Officer Datuk Tun Hisan Tun Hamzah and Devaraj Letchumanan, managing director of Sweet & Maxwell Asia, the book publisher.
