As part of a study in search of best practices in cyber laws, a three-member team from the Tanzania Communications Regulatory Authority visited the Bar Council (BC) on 8 July 2010.  The focus of the visitors is on laws relating to electronic transactions and signatures, data protection and other forms of computer misuse.

Tony Woon (Treasurer, Bar Council) and Gary Lim (advocate and solicitor, Shearn Delamore & Co) welcomed John Dalfa (Principal Legal Officer), Modestus Ndunguru (Principal Legal Officer) and Sunday Richard (Principal Information Technology Officer) to BC.  Tony Woon briefed the delegates on BC’s main objectives, which include upholding the cause of justice without fear or favour, and the roles and functions of BC.

Gary Lim continued with a brief historical background of the various laws relating to electronic transactions and date protection in Malaysia.  He answered several questions from the Tanzanian delegates on the laws and practices in Malaysia, and their effectiveness.  The discussion that followed centred around the different approaches between the two countries in dealing with the defamatory articles posted by bloggers, the acceptance of digital data in courts and the liabilities of internet service providers.

The informative meeting benefited both parties as not only the delegates acquired knowledge on our best practices in cyber laws, but BC also gained useful knowledge on the development in computer-related services in Tanzania and the Tanzanian culture.  The visit ended with a photograph session.
