KUALA LUMPUR: The increase in motor insurance premiums when it comes into effect on Jan 16 will be small, gradual and its impact on the public and businesses marginal, Bank Negara said.
The premiums are being revised after more than 30 years, the central bank said in announcing the new rates on Friday.
The move follows persistent calls by general insurers to raise motor premiums since the last revision in 1978, citing higher motor claim sums, the surging number of vehicle thefts and rising cost of vehicle repairs.
Bank Negara said, however, that there will be no revision in the current permissible loading of up to 150% applicable to high risk vehicles.
Rates will level off in 2016, the bank said, as the New Motor Cover Framework paves the way for a de-tariff of motor insurance premiums, in which premium rates will be further differentiated in accordance with the risk profile of individual vehicles and be fairer to vehicle owners as those with a good claims history would enjoy better premium rates than those with a higher risk profile.
KUALA LUMPUR: Suhakam and non-governmental organisations (NGO) can look forward to consultations on the draft Asean Human Rights declaration this year.
“We received a working draft of the declaration today and I will be conducting active consultation from now on,” said Datuk Seri Muhammad Shafee Abdullah, who is Malaysia’s commissioner in Asean’s Inter-governmental Commission on Human Rights (AICHR) .
“I have so far only met with the NGO coalition – Comango – and the Bar Council,” he added yesterday.
He was asked to comment on a call by Amnesty International in the Jakarta Post on Saturday to make the draft public since human rights concerned every woman, man and child in the region.
Amnesty said it was “disappointed by the secrecy surrounding the drafting process so far”.
TOMORROW would have been a routinely busy Monday, except that it may be far busier in a part of Kuala Lumpur.
The court verdict from Datuk Seri Anwar Ibrahim’s sodomy trial involving his former aide Mohd Saiful Bukhari Azlan is due out tomorrow.

On 901 (9 January), partisans seek to assemble 100,000 protesters for an event that has already generated more than 300 complaints in police reports.
In Kuantan, some 13 police reports have been lodged, while Penang’s 13 PKR divisions pledged to mobilise at least 50 protesters each.
Selangor has talked of 500 protesters per division, with the state’s Village Development and Security Committees contributing 8,000.

''Sepanjang 30 tahun bilangan pemilik kenderaan, kadar kemalangan dan tuntutan insurans dalam negara telah meningkat. Selain itu, kos rawatan di hospital, perbelanjaan perubatan dan kos membaiki serta alat ganti kenderaan turut melonjak.
''Pelarasan premium ini perlu dan kesannya kepada orang ramai dan perniagaan adalah kecil,'' katanya.
Sebagai contoh, perlindungan pihak ketiga, premium insurans bagi motosikal berkapasiti 110 cc akan mengalami kenaikan antara RM1.00 hingga RM3.50 setiap tahun (maksimum 30 sen sebulan) dalam jangka masa empat tahun.

The Malaysian Bar welcomes the recent announcement, by the Minister of Home Affairs and the Inspector General of Police, that the Government will allow and facilitate the proposed assembly on 9 January 2012 in connection with the decision of the trial for sodomy of Dato’ Seri Anwar Ibrahim. Today’s statement by the Kuala Lumpur police chief that the proposed gathering can be held at the car park of the Kuala Lumpur Court Complex is also commendable.
This approach reflects a positive change in the mindset of the Government, and is an outlook that the Malaysian Bar hopes will continue and be expanded further. It is crucial that the Government learns from its past mistakes in responding to public assemblies, and clearly acknowledges that the rakyat’s desire to exercise the fundamental freedom of assembly guaranteed under the Federal Constitution must be recognised and respected.
The announcements reflect a correct understanding of the law – that protesting against a court decision, in itself, is not wrong, nor tantamount to contempt of court. Subject to a restriction described below, assembling in anticipation of a court decision is also not wrong. In other words, the courts themselves do not prohibit expression of discontent or objection against their decisions.
KUALA LUMPUR, Jan 6 — The police tonight issued 10 conditions, barring participants at next Monday’s public rally in support of Datuk Seri Anwar Ibrahim from “making noise” and disallowing any speeches from being made.
The conditions were posted on the police’s Facebook page this evening, listing down the rules for the rally which also bar participants from carrying any banners to support Anwar at the gathering which is being held as the High Court here delivers its verdict in the highly-charged Sodomy II trial.
The police had earlier today met a PKR delegation before deciding to allow the rally to go ahead.
PKR leaders said no conditions had been set during the meeting.
“The police have granted us permission to have our assembly at the Jalan Duta parking lot, right in front of the court entrance,” PKR Youth chief Shamsul Iskandar Mat Akin told The Malaysian Insider this morning after leaving the Kuala Lumpur police headquarters.
PETALING JAYA: DAP chairman Karpal Singh has accused a retired Singaporean judge of lying to clear the air on an alleged plagiarism case involving a Malaysian Court of Appeal judge.
Karpal claimed that G.P. Selvam’s letter to Malaysian Chief Justice Tan Sri Arifin Zakaria did not “contain the truth”, as it contradicted his statement published in the Singapore Straits Times more than a decade ago.
“A Royal Commission of Inquiry should be set up to get to the truth,” he told a press conference yesterday.
Karpal said this in response to Selvam’s letter to Arifin dated Nov 2 last year, clarifying that there was no cause to complain about plagiarism against a Malaysian judge.
With the clarification provided by Selvam, the Chief Justice had called on all quarters to study both judgments first and refrain from making baseless allegations.

Section 29(3) of the Legal Profession Act 1976
Members who have yet to receive their Practising Certificates are advised to take note of section 29(3) of the Legal Profession Act 1976 (“LPA”) which provides that if a Member has duly complied with section 29(1) of the LPA (relating to the application for practising certificates) “in the month of January of any year, the practising certificate issued to him in respect of that year shall be deemed to have been in operation from the 1st day of January of that year”.
Members may appear in court and carry on with their legal practice in January 2012 even if they have not received their Practising Certificates, provided they comply with section 29(3) of the LPA.

KUALA LUMPUR: Six Malaysians staying in Britain have failed in their judicial review application to be registered as absent voters in the next general election.
High Court Justice Rohana Yusuf dismissed the application after ruling that the Election Commission's (EC) decision to not register the six as absent voters was in accordance with the law.
In her 10-page judgment read out in court yesterday, she said it was made clear at the outset of the case by the applicants that they were not challenging the validity of the law the Elections (Registration of Electors) Regulations 2002 but merely questioning the validity of the EC's decision.
“I must say that this application is rather odd. It is essentially a challenge of a decision by a body that simply complies with the law. In other words, it is a challenge of a perfectly valid decision of the EC under the Regulation.
“If the Regulation is not challenged and is thereby accepted as valid law, then I am unable to understand how a decision made pursuant to such law can be subject to a judicial review,” she ruled.
