Bar and Inland Revenue Board meetKUALA LUMPUR, Tues: The Bar today met up with the Inland Revenue Board of Malaysia (IRB) to discuss various matters relating to payment and assessment of stamp duty payable under the Stamp Act 1949, particularly with regard to the announcements in Budget 2008 on remission of 50% stamp duty on residential properties worth less than RM250,000, and exemption of stamp duty on transfer of properties between spouses.

The meeting was chaired by the Deputy Director-General of IRB, Dato' Dr Mohd Shukor Bin Hj Mahfar and attended by 15 other officials from the IRB HQ and State offices. The Bar team was led by the Chairman of the Conveyancing Practice Committee (CPC), Roger Tan. Also present were the Chair of Kuala Lumpur Bar Committee,  Ravindra Kumar, CPC member, Sally Chee, Chairs of Conveyancing Practice Sub-Committees of KL and Selangor Bars,  Baljit Singh Sidhu and  Sumathi Murugiah respectively and several of their committee members.

The minutes of the meeting are being prepared and will be submitted to IRB for confirmation shortly. However, the Bar was allowed to circulate to members two explanatory notes on the aforesaid remission and exemption. Pending the gazettal of the remission and exemption orders, the remission and exemption are in force pursuant to section 80(1A)(i) of the Stamp Act.

Aside the two main issues, the Bar's representatives also raised several matters and feedback which were received from our members. We hope to convey to members the IRB's views once the minutes have been confirmed by them.

Meanwhile, the meeting also decided on the following:

1. to set up a liaison committee between the Malaysian Bar, Sabah and Sarawak Bars and the IRB which will hold at least two dialogues every year; and

2. to go on a roadshow on e-Stamping, e-Assessment, e-Payment and e-Endorsement with the Bar; the first of which is expected to commence in early January 2008.
