Kuala Lumpur, 27 October: The Bar Council President, Mr. Ragunath revealed that, as compared to other countries, “constitutional education” is yet to be one of the many Malaysian cultures; When the word “constitution” is mentioned to the public, most often than not, it is being misunderstood and perceived as a term only used by legal officers and lawyers.
At the “Dialog with the Media” organized by the Bar Council last evening, Ragunath revealed that “In the eyes of the public, the Federal Constitution seems to only contain one Article, i.e. Article 153 (special position of Malays and Natives).”
He emphasized that, the newly set up Constitutional Law Committee by the Bar Council will simplify the contents of the Constitution, enabling the public to understand the Federal Constitution in a greater depth.
He pointed out that, the public perceived the Constitution as a
complicated, incomprehensible and “sensitive” document; however, to
him, it is a human-cause that the Constitution became a “sensitive
document”.
He states that, due to the lack of understanding and inability to grasp the essence of the Constitution, the public had misunderstood the Constitution. Hence, he is of the view that the burden lies upon the Bar Council to educate through the various educational activities in providing greater understanding and awareness to the public in this respect.
13 November Launching the “Constitution Law Committee”
The Bar Council will officially launch its “Constitutional Law Committee” on 13.11.2009; the new Committee targeted to educate at least 6 million Malaysian citizens could fully understand and excise their rights as per the Constitution.
The Bar Council Constitutional Law Committee Chairman, Mr. Edmund Bon reveals that, in the efforts of the Committee members, Malaysia’s first pocket size “MyConstitution” booklets have been published and would be launched on the abovementioned date.
He said that these booklets have been designed in a compact manner for convenience. These booklets cover the following 9 subjects, namely:

Separation of Powers
3.
Federal and State Relationship
4.
The Rakyat: Fundamental Liberties
5.
Elections
6.
Legislature
7.
Executives
8.
Judiciary
9.
Sabah and Sarawak
Edmund pointed out that the Bar Council will be distributing these complimentary booklets at a specific location to ensure that each household would have a copy of these booklets.
