Local Govt Elections in Retrospect LOCAL government elections are foreign to Malaysians born after the 1960s as such polls were last held in 1963. Of late, the Pakatan Rakyat coalition have been making loud calls to restore them. Selangor exco member for Local Government, Study and Research Ronnie Liu, had in March, urged Prime Minister Datuk Seri Najib Razak to support their reinstatement. Let us consider the issue. What is the constitutional law position on local government elections? The Federal Constitution comprises three Lists, which sets out law-making powers. * the Federal List which contains matters that only Parliament can make laws on; * the State List which contains matters that only State Legislative Assemblies can make laws on; and * the Concurrent List which contains matters that Parliament and State Legislative Assemblies can make laws on.
