Online Bill Registration - 2007/06/27 10:16 It is just an idea of mind.

I would like to suggest as follows:

1. The existence of a portal to register all bills issued by legal firms.

2. Before a bill is given to a client it must be scan an upload to the portal.

3. Upon successful uploading a registration number will be given.

4. The registration number must appear in the bill as Bar Registration No:

5. For that reason the Enforcement cost will be reduced dramatically as now they can just sit in front of the computer and review whatever number of bills that they want.

6. For the clients, if they are not satisfy with the bill, they can enter the portal, click clients login and enter the registration no.

7. With a fee of RM5 or RM10 they can see the bill that has been registered and compare whether it is the same. In that page will also pop up a page to comment or query. So if not satisfy the clients can state the reason there and the enforcement committee can take whatever action they want.

8. They are some security issues to be addressed and the most important is that the bills will be registered on fist come first serve basis and not according to legal firms. Meaning there is no login password for all the firms. It is just about going to the portal upload and get a registration no.

9. The public must be notified make aware of the existence of the registration number on their bill.

10. In the first 6 months in introducing the system, the bar and enforcement committee should act as advisory body, in advising the firms so that what should be charged is being charged and what not to charged is not being charged. As I believe in practice some practitioner are confused in the issue of charging the subsidiaries charges. So this will not only help to regularize but I believe some of the members will be directly benefited with this action.

I believe this will really show the public the sincerity of the Bar and its members of upholding the law. Some of the members will be satisfied as the action will only be taken if there is a complaint and the committee will reduce cost in enforcement.
