Can the police compel a person to under a medical check-up?

Can the police compel a person to be stripped naked, and his private parts examined and measured?

Opposition leader Anwar Ibrahim said he was stripped naked and his private parts were examined during the physical examination yesterday at Kuala Lumpur Hospital.- Malaysiakini, 17/7/2008, 'I was stripped naked, my private parts examined'

I think NOT - unless the suspect consented. The suspect has the right to refuse, am I right or not.
