He was a Member of Parliament and also State Assemblyman in Penang in the early to mid-1960s, after which the Labour Party of Malaya elected to boycott elections after suffering wave after wave of ISA arrests of their leaders at all levels. In the early 1970s, the Labour Party was proscribed.

Lim, who is now undergoing dialysis three times a week, was the secretary-general of the Labour Party. He switched to the MCA in 1975 or thereabouts and was elected as a State Assemblyman for Pengkalen Kota in a by-election caused by the demise of incumbent C.Y. Choy, another Penang politician known for his honesty in serving his electorate. C.Y. Choy, who has a road named after him today was the Mayor of the City Council of Georgetown.  - Stephen Tan Ban Cheng</description>
