			<description>&lt;p align=&quot;justify&quot;&gt;It is upsetting that the Independent Panel wishes the Council to set forth the issues before meeting members. Why impose such a pre-condition?
 
It is ironic that so far no one has come forward to the Independent Panel and when the Council wants to do so, the issues must be vetted and &quot;approved&quot; first.

I wonder if this is why thus far no one has been heard by the said Panel, were their issues rejected by the Panel?

In fact, this turnaround seems to scale the height of arrogance when it is borne in mind that when first set up a day - yes on the 25th, just one day - before the &quot;Walk for Justice&quot; on Sept 26, 2007, it had said it would meet all parties.

So, the sudden announcement of the pre-condition demanding the submission of the issues to be discussed  adds neither to the initial credibility that it enjoyed nor encourages the cooperative stance that the Bar Council has chosen to extend its way. In fact, I wonder if the panel members know that what they are doing is weakening the position of the moderate leadership who favours cooperation.

I do not think the problem of the video-clip will be resolved by stubbornly adhering to the pre-conditions which should never have been set. For one, the panel should be gracious enough to acknowledge that the Bar Council is not even questioning its very pedigree!

Who are the beneficiaries of the 'non-communicative power'?

In its attempt to seek justice, I sincerely urge the Bar Council to hastily and speedily list down the issues to be discussed and forward them to the Director General of the Legal Affairs Division of the PM's Department as soon as possible - in order that members of the Independant Panel, when made aware of the issues, may decide whether or not, to lend them their ears!
