A meeting between Bar Council and a delegation from the South African government took place at 1:30 pm at Bar Council on 2 Nov 2011 (Wednesday).  The South African delegation consisted of Lawrence Matemba (Office of the Deputy President of the Republic of South Africa) and Dudu Nchoba (Department of Arts and Culture, Republic of South Africa).  Bar Council was represented by Steven Thiru (Treasurer of the Malaysian Bar); Syahredzan Johan (Chairperson of the Bar Council Constitutional Law Committee (“BCCLC”)); and Roger Chan Weng Keng and Sonya Liew (Co-Deputy Chairpersons of the Bar Council Human Rights Committee).

The objective of the South African delegation’s visit was to study Malaysia’s experience in social cohesion, as South Africa was in the process of developing a comprehensive social cohesion strategy.  The representatives explained that the Department of Arts and Culture, Republic of South Africa, had been entrusted with the task of developing the social cohesion strategy, and Dudu Nchoba was the main official responsible for it.  Thus, they had planned to have meetings with:

(1) Officials in relevant government departments and government ministries driving and leading social cohesion initiatives; 
(2) Individuals and experts renowned for their knowledge of, insights into and contribution towards social cohesion; and
(3) Relevant institutions engaging in research or analysis, and/or agencies responsible for implementing programmes for social cohesion. 

The delegates were keen to find out about events and projects undertaken by Bar Council to promote social cohesion.  During the meeting, the delegates expressed admiration for BCCLC’s work, particularly for coming up with the Rakyat Guides booklets.  They felt that the booklets were a great way of informing members of the public of their rights under the Federal Constitution.  They highlighted that they were interested to try this method of disseminating information in South Africa as well.

The meeting ended at approximately 3:00 pm with Steven Thiru presenting souvenirs and complete sets of the Rakyat Guides booklets to the delegates.
