KUALA LUMPUR, April 7 (Bernama) -- The proposed Independent Police Complaints and Misconduct Commission (IPCMC) is essential to support and encourage positive changes and reform in the force, said the Bar Council of Malaysia.
Chairman Yeo Yang Poh said reform in the police was essential if the nation did not wish to see the conduct and practice of the force deteriorate further.
"The old way of relying on the police's internal mechanism to check abuse has proven, here and elsewhere, to be both unreliable and ineffective, not to mention non-transparent and ill-accountable.
"The Malaysian public knows that things, as they are, are not fine. Hence, the public will not accept that things will be fine if we continue with the same old ways," he said in a statement Friday.
The commission was recommended by a royal commission established to look into the police operations and management and supported by a second commission that investigated the nude ear-squat incident.
Yeo said the fact that the two commissions recommended the set-up of the IPCMC showed its importance in the process of reform.
He added the Bar Council would hold a public debate and forum on the IPCMC to provide better understanding of its purpose, and would invite participation from the police and Members of Parliament.
