Introduction

The Bar Council Library was established in 1979 to meet the research requirements of the Members of the Bar and pupils in chambers.  It was first housed in the Bar Council Secretariat at Wisma Central, Jalan Ampang, Kuala Lumpur.  In 1984 the Library was moved to a separate location in the Federal Court Building, and in 1987 to the fifth floor of the Straits Trading Building.  In 1997, due to the rapid growth of the Bar, the Library was again relocated to larger premises on the ground floor of the Loke Yew Building.  When the Bar Council purchased its own building in 2003, the Library was accommodated on the fourth floor of the same building at No 15 Leboh Pasar Besar, 50050 Kuala Lumpur.

In 2010, the Library was renovated to increase the amount of space in the reading and display areas.  Many new bookshelves were added, allowing us to finally display all our existing resources properly and to expand our collection.  The faulty gutter system, which had been a cause of water leakages in the Library, was also rectified.  From the extended area of the Library, users can now enjoy the excellent panorama of the KL Tower, Merdeka Square and other notable buildings around the Bar Council premises.



Who can use the Library

The Library is open to all Members of the Bar (who possess a valid Practising Certificate) and pupils in chambers, free of charge.  In addition, anyone who has completed the period of pupillage may continue to use the Library for a period of four months.  Lawyers who have been admitted to the Bar, but have not yet received their Practising Certificate, are permitted to use the Library without charge for two months after their date of admission, after which they will be charged RM20 per entry.

Library services

Reference and information

As the Library is essentially a reference library, all the materials in its collection are for use within the Library premises only. 

The Library entertains inquiries from all Members of the Bar, whether received in person or via telephone, facsimile, mail or e-mail.  Requests for copies of legislation, cases and other information available in the Library are faxed, sent by courier service or e-mailed to Members, who are charged according to pre-determined rates.  Legal firms or Members may leave a refundable deposit of RM200 with the Library, from which the costs incurred will be deducted, and additional credit must be purchased once the deposit amount falls below RM50.

Services and charges

1) Members have convenient access to photocopying facilities within the Library itself, and can photocopy material by:

a)    purchasing pre-paid cards costing RM30 (yielding 96 copies, at approximately 31 sen per page) or RM 50 (yielding 192 copies, at approximately 26 sen per page); or
b)    requesting that Library staff do the photocopying, at a cost of 50 sen per page.

2) Material can be printed out from the electronic databases at a cost of 60 sen per page.

3) Members who do not come to the Library in person can request for material to be prepared for them, at the following rates:

a)    Photocopying, at a cost of 60 sen per page
b)    Faxing, at a cost of RM2.40 per page
c)    Delivery by courier service, at a minimum cost of RM6 (determined by weight)

Alternatively, the material can be collected from the Library counter at no extra charge, or scanned and e-mailed, at a cost of 60 sen per page plus a service charge of RM5.

Library updates

The Library provides regular updates to legislation and recent library acquisitions on the Malaysian Bar Website, which you can view if you are a registered user of the website and log in using your username and password.

Library collection

The Library has a collection amounting to more than 20,000 volumes, consisting of primary sources of law, such as statutes and case law, and secondary sources such as indices, digests, encyclopaedias, court forms, precedents, dictionaries, loose-leaf publications and textbooks.

The Library stocks only the local statutes but has law reports from English, Australian, New Zealand, Singapore and Commonwealth jurisdictions (see list provided below). Some specialist reports such as Building Law Reports, Construction Law Reports, Report of Patent Cases, Fleet Street Reports etc. are also available.

Malaysian statutes

The Federal and State gazettes, which represent an essential primary source of law, are continuously updated with any changes made by the Malaysian Parliament and the respective State Legislative Assemblies.

Electronic databases 

1. CD-ROM - Singapore & Malaysia Case Law Library

Full text of cases published in Malayan Law Journal (1932- ) and Singapore Law Reports (1965- ).

Full text articles published in Malayan Law Journal (1990- ); more than 3,200 full text unreported cases and more than 7,200 summaries of Malaysian unreported cases in Malayan Law Journal.

Singapore Case Law Library contains more than 7,200 Singapore unreported cases in SLR.

2. Online Database - CLJ Legal Network

Local online database providing access to case law, statutes, articles, practice directions.

Unreported Malaysian case law from 1894 onwards is also available.

3. Lawnet

An online service which gives access to full text of all Acts and Amending Acts, Subsidiary Legislation from 1999 onwards and current Bills, General Gazettes and State laws.

4. Legal Workbench

An online service by the Singapore Academy of Law consisting of Singapore Case Law, The Heritage Law Reports, the Straits Settlements Law Report, Federated Malay States Law Report, Malayan Union Law Report, English case law from the Law Reports and the Weekly Law Reports from 1865 onwards, Indian Supreme Court Cases (SCC) from 1969, secondary legal materials, Singapore legislation, Singapore Parliamentary Reports, Singapore treaties, etc.

5. MBL OPAC

Bar Council Library's in-house database consisting of indices to books, articles, cases, Federal Acts and subsidiary legislation, State Enactments and state subsidiary legislation.
