The Malaysian BarKUALA LUMPUR, SUN: The Bar Council in its meeting yesterday decided to set up 28 Committees and 4 Standing Committees for the term 2006/2007.

Two new committees formed are the Anti-Money Laundering Committee and the Rules and Regulations Committee. The Anti-Money Laundering Committee is set up because Part IV of the Anti-Money Laundering Act 2001 is expected to come into force in the middle of this year, and lawyers are required to comply with their statutory obligations under this Part. The purpose of the Rules and Regulations Committee is to study the draft rules governing meetings of the Malaysian Bar, Bar Council, the State Bar and its Committees proposed by lawyer P. Suppiah at the March 18 annual general meeting.

The Secretariat is also expected to send out notices on Monday to invite members of the Bar to join any of the Committees. Therefore, the lists currently displayed on this website are subject to change and finalisation, and also subject to members listed therein consenting to serve. Further, the Council also decided to remove those committee members who did not attend any of the Committee meetings during the 2005/2006 term or had attended only 1 or 2 meetings of those Committees which membership exceeded 6 or more.

Each Committee will be headed by a Bar Councillor. However, Asmadi Awang, Hendon Mohamed and Low Beng Choo declined the nominations to head the SRO Enforcement Committee; Study Loan Committee and the Corporate & Commercial Law Committee respectively.

Heading the list is the Anti Money Laundering Committee which will be chaired by Negeri Sembilan Bar Chairman, Krishna Dallumah. The Chairman of the Arbitration & ADR Committee is Kuthubul Zaman Bukhari. Hamid Sultan B Abu Backer will chair the Bahasa Melayu Committee and also the Shipping & Admiralty Law Committee.

Johore State Bar Representative, Roger Tan takes over from Tony Woon as the Chairman of the Conveyancing Practice Committee. Tony Woon, the Negri Sembilan State Bar Representative, will now chair the Legal Profession Committee. As Asmadi Awang, the Terengganu State Bar Chairman, declined the nomination to be the Chairman of the SRO Enforcement Committee, the Council decided that the SRO Enforcement Committee should now be a sub-committee of the Conveyancing Practice Committee which will be headed by the immediate past State Representative of the Pahang Bar, Ong Siew Wan.

Jerald Gomez will chair the Corporate and Commercial Law Committee as well as the Rules and Regulations Committee. The Kelantan Bar Chairman, Sukri Mohamed is the Deputy Chair of the Rules and Regulations Committee. Penang State Bar Representtaive, V. Sithambaram will continue to chair the Criminal Law Committee. Family Law Committee will now be chaired by Penang Bar Chair, Lalitha Menon. The Treasurer, Vazeer Alam Mydin Meera will obviously chair the Finance Committee. His deputy is Terengganu State Bar Representative, Lee Leng Guan.

Mah Weng Kwai remains as the Chair of the GATS Committee. Yasmeen Shariff who was the Chair of the LawCare Committee will now head the Gender Issues & Equal Opportunities Committee. The LawCare Committee which will now be known as the LawCare, Charity & Welfare Committee is headed by Kelantan State Bar Representative, Indran Rajalingam whose deputy is the Selangor Bar Representative, RV Lingam.

Cecil Rajendran will continue to chair the Human Rights Committee. Its new deputy is former Bar Councillor, Malik Imtiaz. KL Bar Representative, Steven Thiru will chair the Industrial Court Practice Committee because M Ramachelvam declined. Ramachelvam, the Pahang State Representative, however, agreed to chair the Law Reform and Special Areas Committee because the Malacca State Bar Representative, RR Chelvarajah declined.

Perak Bar Committee Chairman, Ngan Siong Hing will chair the Intellectual Property Law Committee. Lim Chee Wee, the KL Bar Chairman will continue to head the IT and Cyberlaws Committee.

Sulaiman Abdullah remains as the Chair of the Library Committee. His Deputy is Johore Bar Chairman, Abdul Rahman Abdullah. Similarly, Perak State Bar Representative Fredrick Indran Nicholas stays as the National Legal Aid Committee. As expected, the youngest Bar Councillor, Edmund Bon will chair the National Young Lawyers Committee. His deputy will be elected from among the members of his Committee.

The CLE & Professional Development Committee will now just be known as the Professional Development Committee. Krishna Dallumah continues to head this Committee. The Secretary, Ragunath Kesavan will also continue to head the Professional Indemnity Insurance Committee. The Kedah/Perlis Bar Chairman G. Balakrishnan is his deputy.

The Publications Committee will continue to be headed by the Treasurer, Vazeer Alam Mydin Meera. His Deputy is the Chairman of the Malacca Bar Committee, Ng Kong Peng who had also earlier declined the invitation to chair some of the Committees.

The Sports, Charity and Welfare Committee is now known simply as the Sports Committee. Its chair is the Selangor Bar Chairman, George Varughese. The Scholarship Committee Chairman is RR Chelvarajah and the Committee will now be called the Study Loan Committee.

The Syariah Law Committee is now chaired by Pahang State Chairman, Mohamed Sazali Abd Aziz, and Asmadi Awang is the Deputy Chair. Vice-President, Ambiga Sreenevasan will continue to head the Standing Committee for The Promotion Of Best Practices by Detaining Authorities. Her deputy is Bar Councillor, Zulkifli Nordin. Ambiga will also chair a standing committee to look into the publication of a special commemorative book in conjunction with the Bar's 60th anniversary this year.

Senior lawyer Cecil Abraham continues as the Chair of the Standing Committee on Court Rules and former Bar Councillor Charles Hector will remain as the Chair of the Standing Committee on Elimination of Discrimination. Peter Mooney will continue to head the Standing Committee to review the LPA whilst George Varughese will chair the 14th Malaysian Law Conference Organising Committee which is starting rather early to plan for the Conference which is expected to be held in November 2007.
