Quite apart from being a good advocate in Court, Steven Thiru
is without doubt an innovative leader. He demonstrated his leadership ability
early on when he was first co-opted as a Committee Member of the Kuala Lumpur
Bar Committee (“KLBC”) in 2004. In his two years as the Chairman of the
Continuing Legal Education Sub-Committee of the KLBC, he elevated the KLBC’s
continuing legal education programme to a different level. If one examines
Steven’s tenure as at the KLBC, one will see that he transformed the way
continuing legal education is perceived and approached.
Steven served in the Bar Council for the first time in the year 2006 and he was
appointed as the Chairman of the Industrial Court Practice Committee (“ICPC”).
He was responsible for the many activities undertaken by the ICPC (including its
popular Industrial Relations law training programme for young lawyers) and he
led the ICPC team that worked with the Attorney General’s Chambers on the recent
amendments to the Industrial Relations Act 1967.
For the past 2 years, Steven has been the Chairman of the Professional Standards
and Development Committee of the Bar Council where he has implemented various
continuing legal education initiatives to augment the standards of the legal
practice for practitioners in Malaysia. Some of examples of the initiatives he
introduced are; the nationwide continuing legal education network for lawyers,
the monitoring system for the professional standards and ethics course for
pupils, the Joint Consultative Committee (Bar Council and Public/Private
universities) to deal with the standards of entrants into the legal profession
and collaborations with external continuing legal education providers to offer
joint programmes for members of the Bar (such as the Bar Council – International
Islamic University Malaysia Diploma in Islamic Banking and Finance). Most
recently he led the Bar Council's Ad Hoc Committee on the Common Bar Course
which was responsible for drafting of the policy and syllabus for the Common Bar
Course. Further, he was also instrumental in the establishment of the first e-cle
programme for the Malaysia Bar (jointly with Crimson Logic), which will begin
with a programme for all pupils early next year.
Steven is also an active member of the Commonwealth Law Association (“CLA”) and
he presented a paper on the Malaysian continuing legal education agenda at the
CLA Conference in Kenya last year. He was also in the organising committee for
the recently concluded 21st Lawasia Conference in Kuala Lumpur.
Steven’s passion for legal education and his genuine interest in the welfare of
members would without doubt make him an outstanding candidate for the next
Malaysian Bar Council.
