We have the pleasure in proposing Dipendra Harshad Rai as a candidate for
election to the Bar Council. Dipendra graduated as an external student from the
University of London in 1997 and obtained a LLM from the London School of
Economics and Political Science in 1999. He was called to the Bar in 2000 and
has been in continuous practice since.
Throughout his practice, Dipendra has been very active serving both the Kuala
Lumpur Bar and the Malaysian Bar since 2005. He was elected into the Kuala
Lumpur Bar Committee in 2007 and for the past 2 terms has been the Chair of the
Kuala Lumpur Young Lawyers Committee and the Deputy Chair of the National Young
Lawyers Committee. He also heads the Media Defense and Freedom of Expression
Working Group of the Human Rights Committee, Bar Council. He is also leading a
team of volunteer lawyers in producing a guide called the ‘Young Lawyers Guide
to the Legal Profession’ which is expected to be published next year.
Dipendra also served in the Kuala Lumpur Bar Court Liaison Committee
(2005-2006), Pupils Welfare Committee (2007) and the Publications Committee
(2008). He was also part of the organizing team of the 14th Malaysian Law
Conference (2007) and the 21st LawAsia Conference (2008). Dipendra also a keen
sportsman and represents the Malaysian Bar and the Kuala Lumpur Bar in hockey.
Dipendra’s motivation to serve is premised on his desire to bring new energy and
dynamism into the Bar Council. As is with all organizations, it is important to
have a balance of youth and experience to ensure that the policies and direction
of the Bar Council are shaped with the future in mind and are consistent with
the views of the members of the Bar. Dipendra’s passion includes the need for an
independent and strong judiciary and looking into the interests and practice
issues concerning the younger members of the Bar. Therefore, we have no doubt
that Dipendra’s youth, diligence and enthusiasm in serving the Bar so far, will
indeed, put him in good stead for election into Council.
We strongly recommend Dipendra for election into the Bar Council.

How do I begin to enlighten you about my election statement on my good friend Dipendra? I first met him when I began my practice at Messrs Zaid Ibrahim & Co. Imagine my delight to find we share the same birth date which can only mean that greatness is among us...
Dipen was the impetus that prompted me to be active in the Bar as a young lawyer. It was him who pulled me to join the NYLC. Working hand in hand with Dipen in the NYLC and now the HRC has been a privilege. His guidance to my young eyes was the exact push I needed to be active in the Bar. His solid record in his work within the Bar merely points out the obvious. We cannot afford to lose out on a character such as his. Such a candidate is not only worthy for a spot in the Council but has the ability to venture further.
Dipen, you got my vote!

Dear members of the Bar,
Please consider voting for Dipen. I can vouch for his dedication and honesty in wanting to effect change and transform the Bar into a better Bar. In all fairness, the Bar is far more active then it was before, and Dipen's entry into the Council will further enhance the Council.
I will be voting for DIpendra.
