KUALA LUMPUR: Former Selangor police chief Tan Sri Khalid Abu Bakar said there was no cover-up in the death of A. Kugan and that a comprehensive investigation had been conducted.
Khalid, who is now deputy inspector-general of police, told the High Court that police constable V. Navindran had been charged to demonstrate to other cops that the force and the government would not be responsible for any "private actions" in the course of official duties.
(In June, the Petaling Jaya Sessions Court sentenced Navindran to three years' jail after finding him guilty of causing hurt to Kugan, a suspect in a luxury car theft case, in an interrogation room at the Taipan USJ police station in Subang Jaya on Jan 16, 2009.)
PETALING JAYA (Nov 29, 2012): The judiciary must continue appointing men and women of integrity and intelligence to the Bench regardless of race and religion, Sultan Muhammad V of Kelantan said.
In his keynote address at the International Bar Association's 3rd Asia-Pacific Regional Forum Conference on Tuesday, the ruler said in order for Malaysia to be successful, foreign investors must not only have confidence in the government but also in the legal system.
"Our neighbours across the causeway have been successful to a large extent in achieving this and we in Malaysia must endeavour to do the same.
"It is imperative that our judiciary consists of some of our country's brightest legal minds so that the jurisprudence in this country can grow along with the economic development that is taking place in Malaysia," he said.
Sultan Muhammad called on Chief Justice of Malaysia Tun Arifin Zakaria and Chief Judge of the High Court of Malaya Tan Sri Zulkefli Makinuddin to consider calling on the "legal eagles of the Bar" to do "national service" and urged lawyers aged 60 to 70 to serve on the Bench if they are financially sound.
The Last Lawyers Standing: Speech by Tommy Thomas, Member of the Bar, at the IBA’s 3rd Asia Pacific Regional Forum Conference, Kuala Lumpur (26 Nov 2012)
I thank the Organising Committee of this IBA Conference for bestowing me with the honour of sharing my thoughts on the nobility of the legal profession, although they may regret extending the invitation after hearing my speech.
A review of your programme will give a clue to the staple diet of the international commercial bar. M & A, I.P and Finance constitute the bread and butter of successful corporate and commercial solicitors across the globe, while litigation and arbitration is exactly what the commercial barrister practises. The subjects covered for the 2 days are diverse, topical and illuminating; the speakers have impressive resumes and the audience will no doubt be enriched.

The Honourable Chief Justice of Malaysia, Tun Arifin Zakaria, the Honourable Minister of Tourism, Dato’ Seri Dr Ng Yen Yen, the Honourable Chief Judge of the High Court of Malaya, Tan Sri Zulkefli Makinuddin, Mr Akira Kawamura, President of the International Bar Association, Mr. Lim Chee Wee, President of the Malaysian Bar, Members of the Organising Committee, Your Excellencies, Distinguished Guests, Ladies and Gentlemen, Good Morning.
It is a distinct pleasure for me to be here at the Third International Bar Association Asia Pacific Regional Forum Conference. It is timely that this conference titled as 'South East Asia and the Global Economy - Legal Developments' is being held here in Kuala Lumpur. Asia, in particular South East Asia, is regaining importance not only politically but also economically and socially.
Julia Gillard, Prime Minister of Australia at the annual Australian Business Council dinner only this month said, “Asia's rise is a certainty” and her government aims to make it work for Australia. Its government white paper, 'Australia in the Asian Century' provides for a plan to make the global shift work for Australia. But we hope she will not selfishly pursue the plan for her country but remember that Australia has to co-exist with her Asian neighbours and work for the betterment of all. The President of the United States of America, Barack Obama accompanied by his Secretary of State, Hillary Clinton was on his first foreign trip since his re-election - a three nation tour of Thailand, Cambodia and Myanmar last week before attending the ASEAN Summit. I see this as significant - Asia is of tremendous importance to the rest of the world politically and more so economically especially when North America and Europe in particular are in economic turmoil.
Welcome Remarks by Lim Chee Wee, President, Malaysian Bar, at the IBA’s 3rd Asia Pacific Regional Forum Conference, Kuala Lumpur (26 Nov 2012)

B. South East Asia and Malaysia in the Global Economy
The theme of this conference is most apt for South East Asia is today a major engine of growth in the depressed global economy. South East Asia has shown its resilience with its total population of around 600 million and its average economic growth of 5.2 % compared to the average global growth of 2.7 % for 2011.
It is also a poignant moment in Malaysia’s progress towards an inclusive and modern democracy with transformations in its economy, institutions and laws.
President's Message (Praxis, Oct-Dec 2012): The Malaysian Bar — “Important Partner” and “Equal Partner” in the Administration of Justice

The most anticipated event for the Malaysian Bar this year was undoubtedly the International Malaysia Law Conference (“IMLC”), which took place from 26 to 28 Sept 2012. Resoundingly successful, it boasted several significant achievements: a line-up of celebrity inspirational speakers like Tan Sri Dr Tony Fernandes, Karen Tse and Ramli Ibrahim1; major policy speeches by the Prime Minister, and the Chief Justice of the Federal Court; a Fundamental Freedoms Fringe Fest, celebrating human rights; a full-fledged “Anything Legal” exhibition; and the largest-ever number of registered participants (589 in all), and speakers and moderators from abroad (numbering 48), at a law conference organised by the Bar.
I say, without hesitation, that this is the best Malaysian Bar law conference to date, as it also featured other notable firsts: expanded scope to include topics outside the legal arena; inclusion of the Raja Aziz Addruse Memorial Lecture Series; and use of information technologies, such as deployment of radio-frequency identification technologies, and social media and web broadcasting.
On behalf of the Bar, I thank Raphael Tay, Chairperson of the IMLC 2012 Organising Committee, and the Bar Council Secretariat team, led by Chief Executive Officer Rajen Devaraj, for their tremendous work — in both quality and quantity — in organising a law conference that is unparalleled in the history of the Bar.
